Joe’s superpower

Joe has been instrumental in the development and roll-out of activity-based costing and funding methods in Australian health services. He has applied activity-based funding and costing principles to just about every category of health services (including admitted patients, outpatients, mental health, alcohol and drugs, diagnostic services; post-acute and other community-based care; dental care, palliative care, community pharmacy, aeromedical, disability support services).

How he got here

  • Led the independent analysis of the Australian cord blood sector for the Department of Health and Aged Care
  • Conducted a scoping study on best practice multidisciplinary models of care in Residential Aged Care Facilities for the Department of Health and Aged Care
  • Evaluated and developed options to improve access to Subcutaneous Immunoglobulin (SCIg) for the National Blood Authority
  • Developed the assessment, classification, and funding model for care of the elderly in the home for the Department of Health and Aged Care
  • Developed a functional design plan for the NSW Newborn and Paediatric Emergency Transport Service for the Sydney Children's Hospital Network
  • Analysed the resources required to support best practice in GP training in Australia for the Commonwealth Department of Health and Aged Care
  • Facilitated targeted stakeholder roundtables on energy labelling of alcoholic beverages and prepared a report on outcomes for the Commonwealth Department of Health and Aged Care
  • Led the National Emergency Department Costing and Classification Study for the Independent Hospital Pricing Authority
  • Facilitated peer learning workshops between Medicare Locals (Tranche 1 and 2) to evaluate the interim Needs Assessment documentation for the Commonwealth Department of Health and Aged Care
  • Evaluated the Cervical Screening Incentives for GPs Initiative for the Commonwealth Department of Health and Aged Care
